BOS accepts Bishop’s resignation Published: January 09, 2012 By Roslyn Ryan When all was said and done, the five Powhatan county leaders seated on the dais said very little. In a 3-2 vote, during the first Board of Supervisors meeting of 2012, board members accepted the resignation of Powhatan County Administrator Carolyn Bishop. But there was no mention of Bishop during the supervisors’ comment period, save for a reference by newly elected Board Chairman Barry Hodge to the fact that the issue was a personnel matter and could not be commented on publicly. The hundreds of Powhatan residents in attendance, however, weren’t nearly so reticent. Calling the board’s move to force Bishop out of office “disgraceful” and without merit, many of those in attendance used the public comment period to praise Bishop’s character and her service to the community. “Character counts,” said Powhatan resident Rebecca Bowman. “And Carolyn had a lot.” Bill Cox spent several minutes lambasting board members for their lack of transparency, decrying what he viewed as “bare-knuckle, Chicago-style politics.” The board’s insensitivity in handling Bishop’s termination, he said, was also troublesome. “Do you just enjoy grinding up people?” he asked. Former supervisor Margaret Manning told the board members that she had worked with Bishop for years. “If you can find an administrator as good as Carolyn,” she said angrily, “I’d like to see them.” As speaker after speaker addressed the board, those in attendance showed their approval by way of enthusiastic applause. Several of the front rows were filled with volunteer fire and rescue personnel, many of whom have expressed support for Bishop in recent weeks. In addition to their support of Bishop, many residents took issue with the fact that, according to a workshop agenda obtained by Powhatan Today last week, supervisors had already decided that Bishop would no longer be the County Administrator after tonight’s meeting. It was also revealed that District Supervisor Jason Moore, and soon-to-be board members David Williams and Barry Hodge had made the decision without including Supervisor Carson Tucker and newly elected supervisor Billy Melton. The board eventually voted unanimously during tonight’s meeting to pay Bishop, who has served as County Administrator for nine years, a previously negotiated severance of $129,384.74 and to name current county Finance Director Jerry Whitaker as Acting County Administrator. The board also voted to approve the hiring of an outside firm to help find an interim administrator. Tucker and Melton were the two supervisors who opposed accepting Bishop’s resignation. While no supervisors made mention of Bishop’s resignation, Hodge did take an opportunity to refute claims that any decision about Bishop’s future had been made in secret, or before getting public input. “You never know what this board will do [until the meeting],” said Hodge. Answering claims that supervisors had not provided answers to residents about why Bishop was being terminated, Hodge cited employee privacy concerns. “I’m not going to run around commenting on personnel matters.” Updated Jan. 11, 2012, 6:25pm: Article updated to correct spelling of Ms. Pamela Lee Duffield Dolen’s name. |

I have a different take. I think they were trying to send a message that business as usual, or the SOSDD, wasn’t going to fly. Nothing more or less. A lot of entrenched people got the message and are not liking it. Like many have said, from a PR perspective, it could have been done differently. Who they chose to speak for the 3 of them or how things were worded may have been unwise as well. It would be dishonest not to acknowledge that. That’s also Monday Morning Quarterbacking (how about my 9ers by the way !!!!). There are hard choices and decisions that have to be made, decisions and choices that have been delayed far too long. Personally, I’d rather see them serve only 1 term and get the ship righted (if those are the consequences), than go along to get along and have the same problems for all of us 4 years from now. The proverbial kicking the can down the road has got to stop, and it starts locally. Time will tell if the choices are the right choices. Disgusted Citizen#1 of Powhatan VA

DG like I said I used to be totally Republican but locally I going independant. It is sad that it all has come down to this. I am sad that I even have to think about being independant of it all. However I must because I think the PRC thinks they are now Gods and it is either their way or the highway. There seems to be little if any compromise. Some of friends have been totally disrespected because they chose to run as independants even the PRC knew damn well that they were Republicans at heart. It was not my intent to insult you over your leanings toward the PRC. But it does explain why you feel the way that you do. This why we have freedom of speech and thank goodness for it! You have your slant on things and I have mine and so does everyone else. You definitely know more about the way things work in the local government. I however know Carolyn well enough to know that she was wronged and a lot of crap was said about her that is just not right. Judging from what I read in the Times Dispatch there was indeed another side to this story. Please continue to keep us all informed and I hope you dig up the truth. We can all agree that we are Americans from Powhatan! I just am dissassociating myself from any political party locally. Darrell G

My last sentence was referring to public employees and “public servants” as it relates to their responsibilities to the public. I didn’t mean to imply otherwise. Darrell G

Disgusted, You may be missing my point.I don’t think any of this had to happen. We are not going to agree on how it was handled by either side. I think the new BoS majority tried to do the quiet, polite and professional thing and when it went public, all bets were off. Given that the template continues, the excuses continue, the attempts to paint all Republicans with a brush, the attempt to undermine the authority of the new board to make changes , or whatever some motivations are. I don’t see where there is a choice. As I said 2 weeks ago, I learned a hard lesson with GWB. They didn’t fight back against the lies, misinformation and other ridiculous attacks. They didn’t defend the hard choices. As a result, those with an alternate agenda continued to put forward a storyline that was not wholly the truth and as a result, many believed it because it went unanswered. You last statement directed at me only proves my point. About my obvious leanings, etc. In other words, I am not to be believed, because I am openly Conservative and make no apologies for it, and the new board has Republicans on it. That somehow, because my ideology is similarly aligned, I have no intellectual honesty. I would applaude and defend the decision regardless of party. I’m an American from Powhatan, VA first before anything else. Given the relentless nature of some who are in support of Ms. Bishop, as I have personally experienced, I know that it won’t go away. If it isn’t answered and laid to rest, then it will be an ongoing theme for the next 4 years. I don’t see where we have a choice, but to put the whole truth out there and let folks decide for themselves. We may all find we don’t like what we see. If people are further damaged as a result, so be it. They should have thought through the consequences of their actions, as well as their responsibilities before they acted. Mr. Reality of Powhatan

That is right, personnel should remain confidential. Back to the BOS, they are not doing that, are they? That makes me ill. And, could cost the county in the long run. I can’t see the FOIA you talk about on his facebook, but I am aware through several sources that it was an agenda item, and that the FOIA people were contacted. It is allowed to be sent. Also, it has been noted that the Powhatan Today did a FOIA for it and other emails, too. Disgusted Citizen#1 of Powhatan VA

Actually she was under a gag order which she chose not to violate. This is fact not inuendo. Nothing hit the fan until the media got wind of it all. Wrong is wrong and no one deserves to be treated like this whether they make mistakes or not. It is also my understanding that the BOS wanted her to do something unethical/wrong whatever and she chose not to go along with it. I hope you do dig up something so we can put this all to rest! I just read the email from Jason Moore that DG posted and really don’t see anything alarming in the content. How the story behind the content came to the attention of Mr. Timberlake IS alarming. Like all County personnel issues, the CA’s employment status should have remained confidential per the County’s official policies. If it turns out that Ms. Lowe went running to the COR, she should be dismissed. One more question: Where is the outrage over the employment status of the County Attorney? Not enough Facebook friends, I guess. Darrell G

Disgusted, For probably the hundredth time, All of that went out the window when the former CA went public through the COR and her fan group started the drama….and continues to perpetuate it. It is blatently obvious DG that you lean Republican. I too leaned Republican until I heard about all the shinanigans the PRC pulled. It is truely a shame that ethics, respect and manners have gone out the window with the Republican party in Powhatan. It will be a long time before I ever vote for a PRC backed candidate. I am anxious to see what your FOIA request turns up so we can put all this crap to rest! If I were about to return to have budget meetings etc. I think I would rather take a vacation before hand especially if I had to make reservations. Once the budgeting process begins who knows when you might have time to plan for a trip. We also all need to get our facts straight before we start slinging mud at everyone, myself included.
