County to pay for disinterested review of Walmart’s TIA

The Powhatan Board of Supervisors has decided to hire an outside consultant to review Walmart’s traffic impact analysis.

District 1 Supervisor Joe Walton said “With so much going on- on both sides of Route 60- from Page Rd. to South Creek One, [Powhatan] needs a transportation planner to make sure the county gets the best deal.”

The county’s transportation study group asked officials to ensure the engineers’ analysis is a “global study” that looks at the entire area in eastern Powhatan where the proposed Walmart would be built, including traffic impacts to the roads that feed Route 60.

Planning Director Brandon Stidham said the county can pay the consultant with unspent transportation money from last year’s budget. $20,000 remains earmarked for transportation services.

Walmart’s first TIA was rejected by county planning staff but the retailer submitted a revised analysis November 17.

The county will have to move quickly to hire a firm for a traffic analysis; officials take up Walmart’s rezoning request in January- instead of December- because the applicant requested a one-month deferral.

I am in your age group and started out in the Bon Air/Midlothian area many years ago. Only after my own, and then my spouces military service careers, did we return to Powhatan. I too can remember when the ‘only’ thing on Rt60 was a very small store called Frisby’s.  The fact is I have traveled enough and seen enough to know that what is coming,... and is not good. I fear the comprehensive plan for Powhatan is going to be like Chesterfield’s plan of the Midlothian Tnpk corridor near the mall and points west is. I think West Chester Commons is now the new mall and if you like explosive growth and congestion… you’ll have it.
Please tell me “It Aint So.”

As a life long resident going on 51 years, the majority of which has been spent in Powhatan mentioning my family, they have been here since the forties,if not earlier,I/most of my family and friends want Wal-Mart.I hope no one stops Wal-Mart,especially if our comphrehensive plan allows them here,which I think it does. I think they want to be near Rte 60,where the land is zoned in their favor. I don’t know of any housing development that would be in conflict with them.I don’t see why anyone living in this county would not want Wal-Mart helping with our tax situation as it stands.Mostly our taxes are spiraling upward do to the influx of people and burden on our schools,and other agencies we depend upon. that’s progress in a free society,I don’t think they are exempt from paying taxes here in Powhatan County. If they are,let me be corrected. As for jobs,I hope some of my friends and family land one there. We do need Wal-Mart!!!You forget or probably don’t realize, there are a lot of families that have lived here for at least 75 years,some longer,that need 4.oo dollar prescriptions verses 104.00 at the local pharmacy, not to mention the gas it takes to get there and time.The Powhatan people I know want Wal-Mart,I guess you are new here and don’t know a lot of us yet.I don’t want Big Brother here either,but we’ll take Wal-Mart,especially the concept I saw they would build here,in an article in the Powhatan Today.

I agree Mike; the existing business base here stands to lose more than they will gain. From a government standpoint, the corporate tax income the county will have with any big box store will justify its existence in “Big Brother’s” (Non-responsive government) eyes.
Any corporate tax income the county would receive will never justify ruining the family run business already here.  By the way, how many high quality, good paying jobs ‘with benefits’ does Wal-Mart plan to make available?  By the way, I’m for creating a large “U”-turn on Rt60 West bound at the county line….....
I’m just saying!

As a new resident going on 3 years now, Powhatan appealed to me because I am living “away” from the hectic lifestyle in Midlothian & Richmond.  I really don’t think anyone at this point will be stopping Walmart, although I sure would like to see NO development here.  I am retired Air Force and just want to live a quite existence here in the wonderful county of Powhatan.  If I want to go to Walmart, I take the 15-mile drive down rt 60.  Or better yet, do my shoping on the way home from work!  NO WALMART!!!  Powhatan has lived this many years without it, WE DON’T NEED IT!
  Many of you may claim that it would be great income for the county and job for the residents… I beg to differ!  We will see employees outside of Powhatan applying for these jobs!  I do not like the fact that Walmart will be competing with the small businesses here.  I WON’T get my oil changed at Walmart, that’s for sure.  I will continue to go to my local mechanic!!!  We don’t want BIG Brother and we don’t wan BIG business!

i feel that no matter what this county needs the walmart. yes there will be more traffic but thats gonna happen anyway because more people are moving to the county we live in. just think with a store like this it will increase jobs that people need at this time and help the county mature. i’ve lived here all my life and i think its good that a big name wants to come to our county. this is sounding just like when people were objecting to the mcdonalds many years ago. no one likes change but in my opinion and others that i’ve talked to that live here and further west of here are glad to have a walmart. think of the gas it’ll save us from having to go to chesterfield and further. it will also increase the revenue of the county that we are giving other counties when we shop there instead of here. its good that we have 2 foodlions and the other little shops, people are still gonna go there just like now. I/WE NEED/WANT THE WALMART!!

I feel as most do, that Wal-Mart is both a boon and a detriment to Powhatan County. County tax receipts will no doubt increase, but traffic will invariably follow. And buying land in Cumberland is not the solution. Retailers such as Wal-Mart and others will follow those who can afford to eschew city life for the country no matter where they settle for theirs are the pockets with dollars to spend. As rings of urban flight spread ever wider away from center cities, we will slowly develop a region, a state and ultimately a country of Wal-Marts, schools and roads which will be beyond the capacity of individuals and governments to support.

Answers lie in regional cooperation and planning for the common good of all its citizens, not just the ones who can afford the luxury of new schools, new access roads, and new shopping malls. Restricting new development to large individual tract zoning


Read the proposal of Powhatan, VA

I read through the proposal, and there’s all kinds of existing issues the traffic study points out, that won’t be corrected, as part of the Walmart plan.

For instance, they say the intersection of Dorset Rd and 60 should be moved East or even eliminated.  It also notes the intersection of New Dorset and 60 is already overcongested, yet the elimination of a Dorset/60 intersection would force even more drivers through the Genito Station subdivision, and onto New Dorset.

The current repaving of West bound Rt. 60 on the Chesterfield side of the line only emphasized the problem we already have, as it paralyzed traffic for a week.  More development (of all types) will only exacerbate the issue.

I’ll be very interested in seeing the results of the new traffic study, and applaud the county for taking this additional step.

All anyone needs to do is take a look at Rt60 in the village of Midlothian to get a feel for what would be heading this direction if the Board of Supervisors fails to heed the warnings and wishes of their constituents. I feel the residents of Powhatan moved here for a reason. That reason is to get away from the congestion traffic and fast pace of more suburban areas. The very charm of “Our” county is being sold to developers while “Our” elected officials let it happen. You better buy land in Cumberland while you can!

I am a Richmond, Virginia native and I am VERY familiar with the area where this Walmart is supposed to go. It just breaks my heart that Walmart is infiltrating the very county I grew up loving.  If there is anything anyone can do to stop this - please do it.  A Walmart is going to hurt the small businesses of this county just like it has done all over the world..Powhatan has too much history to allow this to happen!

It’s good to see the Board be proactive. With traffic bad now, imagine several Big Box stores & multi-family housing all squeezed together up there in the same 1 or 2 mile stretch of road. It would be a slow, snarled mess. We do NOT need a Walmart! Thanks to the Board for listening to it’s citizens.
