Developer requests “indefinite deferral” on Stavemill apartment plans Published: January 04, 2012 by Emily Darrell Following the recommendation of Powhatan’s planning department, the Midlothian-based architecture firm Balzer and Associates has requested an “indefinite deferral” of its plans for a complex of 220 apartments and 38 townhomes to be located at the intersection of Stavemill Road and Route 60. In a letter submitted to planning director, Brandon Stidham, S. Taylor Goodman, an engineer with Balzer and Associates, stated that “the purpose of this deferral is to coincide with the adoption of the revised zoning and subdivision ordinances.” “Additionally,” the letter continues, “the applicant will provide revisions to the application to address comments from neighbors, address substantive and technical issues, and will plan on holding a community meeting during the deferral period prior to submitting the revised application.” Since the apartment plan was first announced at a town hall meeting in September 2010, it has been deeply unpopular among residents who live in subdivisions adjacent to the site, such as Hollymeade and Cedar Cross. Many of the residents’ concerns center on traffic, a potential increase in crime, overcrowding of the schools, and a loss of the county’s “rural character.” Stidham said that he expects the new zoning and subdivision ordinances to be adopted by the Board of Supervisors in the next six to eight months, after which time the revised apartment application can be evaluated by the Planning Commission. |

Take the low income apartments elsewhere! We do not want anymore low-life scum coming into Powhatan.. This use to be a quiet cozy county and now it has gangs and drugs all kinds of other nonsense.. At least where I am located I will never have to worry about having them next to me as I am in the middle of a lot of acreage that I would not sell for any prize… bw

Right. If you ask me(I know nobody did), the previous BOS Team was throwing the game on purpose and there was no real strategy other than maximize our development profits. Sorry I meant maximize the profits for the applicant(which is a entirely separate legal entity comprised of “us”) which we are only an agent of. Darrell G

I’ve got a slightly different take Doc, Balzer couldn’t get it rammed through before the outgoing board finished (like certain contracts were), because the spotlight was shining on it. One of the Planning Commission members had an election coming up, and 2 of the 5 BoS members were in tough re-election bids. He knows he doesn’t have the votes now, so they are actually going to listen to the citizens and their concerns before proposing a revised version, rather than ignore the concerns and just resubmit the same plan and proffers laid out differently like he has done what ? 3 or 4 times ? “Agree” well said. This is a sad day for Powhatan! We moved here from a beautiful Florida retirement community several years ago. Both our kids work and live very close by. I must be honest, we are talking about the possible move back to warmer weather.I have been married 46 years and my wife has never complained about anythnig political. Until now. Maybe we are getting old. I have grown to Love our home, friends, and support of our neighbors. But from what we see, we can do better. The schools are a shame, the local government is a good ole boy site for sore eyes and these bully tactics are not what we voted for. Now this apartment mess. What’s next? Agree

Dr. Loveless, you are da man! Maybe they (Larry, Moe and Curly) should have a meeting about a week before hand, get a plan of action together, NOT tell the other 2 members about it and then move forward. That seems to be working real good in the county so far! Mr. Reality X2

Mr. Goodman should have written the following: “The purpose of this deferral is El Foldo because we know that we do not have three votes on the Board of Supervisors at this time.
