Dixon sentenced to 30 years for rape in Powhatan Published: March 28, 2011 By Michael Copley Ormand Evans Dixon didn’t flinch when he was convicted last week in Powhatan County of raping a 15-year-old girl; he appeared unmoved again when the jury sentenced him to 30 years in prison. Dixon, 52, was charged last year with two counts of rape. Prosecutors argued the victim was drunk during the assaults and unable, either mentally or physically, to resist. “We only need to prove that [Ormand Dixon] had sex with the victim on at least two occasions” and that the victim’s “condition at the time prevented her from understanding consequences,” Tara Hatcher, an assistant prosecutor in Powhatan who specializes in juvenile and domestic relations cases, told the jury during her opening statements. Hatcher said the victim was “sloppy drunk” during the first assault – “Really out of it,” a witness testified – and “passed out” during the second. Both occurred in July 2010 in an apartment on Old Buckingham Road where the victim lived with a male relative. The relative was present during at least one of the assaults, Hatcher said, and will be tried April 8 for contributing to the delinquency of a minor and incest. Defense lawyer Ron M. Gore Jr. insisted elements of the testimony offered by the prosecution’s witnesses disproved its claim that the victim was “incapacitated.” What happened was “horrible in and of itself,” Gore said. “It’s not healthy behavior, but it’s not rape… There’s nothing to suggest rape.” The case “boils down to physical helplessness,” he added during his closing argument. On two occasions, Circuit Judge Buford M. Parsons Jr. nearly sided with the defense on motions to strike the charges. “I think it’s pretty close,” Parsons told the lawyers. “It all come down to, Was it against her will?” Confronted with testimony from the victim and a witness, it took the jury less than an hour to convict Dixon on both counts of rape, and even less time to decide on a sentence: 10 years on the first charge and 20 years on the second. Commonwealth’s Attorney Robert Beasley noted Dixon’s criminal record for the jury, which includes a 2007 stalking conviction in Cumberland County and three convictions for violating a protective order. “He has a problem with the way he treats women,” Beasley told jurors. “This man’s dangerous… You have the opportunity to do something.” |

I took a look at the national sexual offenders registry. i found Mr. Richardson, but no sign of Mr. Dixon. I checked the Va Court Cases website and wouldn’t ya know…his sentence apparently isn’t final? I also noticed it took 4 months to even charge him, will all the video and photographic evidence. Mr. Richardsons’ projected release date is less than a year from now, 9/12/2012. I wonder when this guy will be out on the streets. Both men should have their genitals legally considered illegal substances. It seems illegal substances are one of the few things you actually get some time for in Powhatan. disturbed of Chesterfield, Va

I happen to know this man. He dated me when he was almost 30 and I was only 17 years old. He left me with a baby and never raised a finger to help her, never gave a penny of his money. I always wondered what happened to him, but imagine my surprise seeing this article! He was a creep back then dating a girl my age, this this is beyond words. I read Lucy’s comment and some other comments, and I agree that girls are dressing older than they really are, and sometimes I feel like the guys are kind of victims because just for a few years difference in age and sometimes pay when the young girl is just as guilty in a way. But for a 52 year old man who does this to anyone under 18, when he has 2 daughters he abandoned who are over 20, it is just terrible. He is a sick, violent, creep and I am glad to see him get this sentence for what he did. He deserved this years ago! BlahBlah of Powhatan

I’m angry that the court date was continued to May 30th.. It’s clear they have enough against him, AND he’s pleading guilty. So why all the delays? I really don’t like the way the system works.. Mel of blah blah blah

My intention was not to offend her parents, not in the least. I am grateful to hear she is undergoing counseling and i truly wish and pray the best for her. What I said in regards to her parents stem from information the young lady herslef divulged to me. Both girls are and will remain forever in my thoughts and prayers. CURIOUS of over there

It’s funny how its assumed the children’s parents are at fault. The mom and/or dad of the second minor were very good parents, but the daughter was troubled. They were fooled by the man who assaulted her, and had no idea what was even going on. The child was troubled, the man was a pig, and that’s that. There is a lot of counelling going on as well. It’s such a farce that she, at 16, could be considered to have given “consent” to a 38 and 52 year old man. Really? This girl came from a disastrous home life, had been in counseling for at least 2 solid years. When this man, and I use the term man loosely, made her feel she was loved, of course she went for it! Why wouldn’t she? He made her think they were going to have a life together, children, the works! My money says he’s still making her believe it. Her parents were not parents. Had they been, she wouldn’t have ended up in this mess to begin with. But hey, she wanted it, right? She asked for it, right? None of this is taken into consideration in regards to the laws of rape, so “indecent liberties” as it is charged is the best that can be done. Both of these men essentially were told “it’s ok to have sex with a 16 year old girl as long as you can make her believe you love her and she says ok”. Let’s not forget that this leaves one girl to stand alone in this. To have to recount the events in graphic detail against her father and a man she had come to trust. And the worst thing is there is nothing anyone can do about it. No one will take a stand and say this is wrong and unjust. Neither of these girls’ stand a chance now. The damage has been done and there is nothing anyone can ever do to repair it. Counseling, medication, all the tricks in the book will not make them forget, of this I am certain. The second minor told investigators that sexual intercourse, in her case, was consensual. The second defendant is scheduled for trial tomorrow morning. What about the second girl of here in the county

When will the second victim get her justice? No word on the court dates for the charges for the pigs raping of her she deserves justice and a sense of closure as well! Powhaclown

Nice. I’ll bet ya this guy is from Powhatan. Say. Where is all the Juvenile support Beasley says his office has and just asked the board for more? How can you people below claim to know this girl and 20 social workers and Wendy McCellan are evidently clueless. Obviously the jurors might of had a clue on this themselves. How long was this case on the docket? This case teetered down to basically the Virginia statute stating no” consent due to impairment”. Another fine day in Powhatan.
