Moore issues statement on Bishop’s resignation

Editor’s note: The following statement was sent to Powhatan Today from District 2 Supervisor Jason Moore, concerning the recent resignation of Powhatan County Administrator Carolyn Bishop


Tonight the Powhatan County Board of Supervisors accepted the resignation of Mrs. Carolyn Bishop. The resignation was tendered last Thursday. The Board and Mrs. Bishop came to the conclusion that a new direction was needed and negotiated amendments to her employment contract which proved beneficial to all parties.

Mrs. Bishop met with some Supervisors in person, was informed of the goal to move in a new direction, discussed a timeline to accomplish the goal and she was provided options for resolving the matter.

In November, voters elected a new board to address various issues affecting local government. It is difficult to expect true reform of our local government to come from the person who hired most county employees; who has loyalty to and from those employees (which is good); who oversaw such growth in county government; and who developed the budget and CIP.

A new voice is needed to focus the budget and CIP on the core functions of government, to evaluate personnel and set a new tone for how we practice government in Powhatan. Whoever takes on the mantle of County Administrator will have the full support of the board and county staff.

As we look to the future, we must focus on the core functions of government, work to reduce waste and make firm determinations between wants and needs. This we will do as a community.

Mrs. Bishop is a fine person and I wish her well.

You’re right. At some point, I became part of the problem. Perhaps I was so used to being attacked that I saw slights and attacks coming from everywhere and everyone. That’s no excuse.

It could have been preplanned.  The budget request could have been a pretext.  I was merely trying to look at both sides.

Typical. When someone like Obama or Dems win with significant margins, it’s a mandate. When Republicans and Conservatives win with similar margins, the dumb voters didn’t do their homework.

Mr. Darrell G you don’t you have any idea what I was saying. My comment had nothing to do with me taking sides of Republicans or Democrats. FYI I am Republican, never voted for a Dem in my life but I voted for an independent this time. There is a small minority of people who voted based on the budget but most just hit “R” and went home never really knowing who they voted for. It happens in every election. You can’t possibly deny that. If telling the truth makes me elitist and small so be it. I’ll sleep fine tonight becasuse I didn’t vote for someone who exludes other elected members. Now that is elitist!

FYI it’s, to use your term, “small” to call someone names! That’s 3rd grade crap.

And, I agree with Finance, how could even a rough draft be done under the circumstances of having no state budget, not met with division directors yet, etc.. That to me seems like they were pushing her to do something invalid and just wanting her to screw up. This firing was preplanned. It would have been a lot better if they had just stuck to “we want change”.

In fairness to Hodge, I think that he was not necessarily talking about the official deadline for the final budget.  I think what he is saying is, “We wanted a rough draft by mid-December, and we got nothing.”  Of course, we have not heard Bishop’s side regarding this specific issue.

In business, if your boss asks you for something by mid-December, and you say, “Technically it is not due till March,” that is a good way to get fired.

Turning Tide - you understood my comment correctly, thank.

I appreciate the new BOS for absorbing the comments at the meeting, including several statesments since proven untrue, and then making their decision and moving onto the County’s business.  I am sure some may have wanted to speak from the other side but were detered based on the reception one speaker met at the BOS workshop.  I would rather they speak out at the more important budget and other BOS meetings.  Let’s move on, can’t reverse the calender.
