Moore responds to outcry from residents Published: January 04, 2012 By Roslyn Ryan When it was revealed last week that one current and two soon-to-be supervisors had asked for the resignation of County Administrator Carolyn Bishop, reaction from the community was swift. Many who posted on Powhatan Today’s website questioned both the timing of the request — since two of the three men involved, David Williams and Barry Hodge, had not officially taken office yet—and the reason for dismissing Bishop, who has worked for the county since 1999. District 2 Supervisor Jason Moore, the third official involved in asking for Bishop’s resignation, says he was not surprised by the reaction but was concerned by the direction the discussion eventually took. “I’m not surprised that, when you have change, people are going to be upset,” said Moore. But he claims that the actual events have been misconstrued and turned into “a sinister plot.” Moore said he has heard it said that the board’s Republican majority intends to slash the county workforce by nearly a third, a claim he refuted. “You can’t fire 30 people—you’d cut your county staff in half,” he said. “That’s impossible to do…there is no way.” Moore also made it clear that, contrary to some rumors, a new county administrator has not been chosen and there are no candidates being considered at this time. As of this writing, there had been no official word on whether Bishop intends to resign her position. But according to the agenda for Thursday night’s workshop at the Powhatan County Library, the board intends to take up the issue of finding a new county administrator in a closed session during the meeting. Moore said he considered the handling of the resignation request to have been professional and appropriate. “If anyone else was in the same situation [as Bishop], they would want it to be handled the same way. [They would want] to be spoken to face to face, told what was occurring and why, be provided an opportunity to resolve the matter mutually and not be besmirched in public.” Concerning any perceived rift that may now exist between the three Republicans and the District 4 and 5 supervisors—William Melton and Carson Tucker, respectively—Moore denied that it will negatively impact their ability to work as a cohesive board. “There are always going to be some tensions and some philosophical differences,” he said. “[But] the issues that separate you are going to be far outweighed by the ones you agree on.” Even when board members disagree, he said, “you make your point and you move on.” Tucker, for his part, expressed dismay at the way the situation was handled. “I resent not being included in the public’s business and these decisions being crafted without Mr. Melton’s or my participation,” Tucker told a reporter for the Richmond Times Dispatch on Wednesday. “This is supposed to be a government run by the five duly elected members of the Board of Supervisors. To have discussions going on behind the scenes by a subset of the five stinks to high heaven.”

DF, If this is yet another veiled threat, like the previous ones, they should know by now I won’t be intimidated into silence. She’s already likely damaged her career moving forward. If she wants to add suing a private citizen to the carnage, that is certainely her right to pursue. DF

I understood a $5 million deficit was the amount of tax revenue lost to reduced assessments if current tax rates are kept? Someone can correct me if wrong on this. The prior years spendings are part of this as is the budgeting of one time federal monies that helped maintain that spending. I seem to recall a $0.16-0.17 tax increase was needed to stay revenue neutral. I am sure the numbers will change as state and federal dollars change. I don’t know about the rest of you but I prefer the county not increase my taxes and if a new adminstration is needed to do that, I’m all for it. As to interim CA’s, Goochland seems to have done OK and the interim title is removed. A lot of qualified people out there. No employee is irreplacable. Are you for Real of 522

Are you for real, I’ve been to the County Seat maybe 3 times. Once for breakfast (which was excellent) and twice for events. I march to my own drum, nobody pulls any strings. The good old boys don’t like me much either because of it. I try my darndest to leave emotion out and stick to facts. Being blunt isn’t the same as being a bully. People challenge my thinking, which is good for everyone, but I respond. People ask for my reasoning, I give it. Instead of responding to every single troll that comes along like I used to, I ignore them. Especially the ones that play the “you’re not there so you can’t comment, or “what do you do” games. I debate/debunk ideas, excuses and speculation not the person behind them. Just because someone’s opinion is 180 out from mine doesn’t reduce the validity of their opinion or their right to have it. If I am personally attacked or people attempt to marginalize, I’m going to defend my position. If I get it wrong or cross a line, I’ll own it and correct it. I just don’t sugar coat it or kneel at the altar of political correctness. I didn’t comment on the KKK thing or many other things because I didn’t see it or it didn’t really have signifiacnt impact on the overall picture. Why venture into the weeds if it isn’t needed ? That said, if you look a little closer you’ll find I posted here that I have less tolerance for bigots than I do idiots and fools. I stopped typing my last name some time ago on my posts, maybe I just got lazy :) Are you for Real of 522

Powhatan Resident, Myself and many others HAVE advocated changing methods, priorities and outcomes for years. We’re on the record at meetings time and time again. Only to be ignored, marginalized and called alarmist. At some point, the internal resistance to any change exceeds the ability to challenge thinking and methods. At that point, few pleasant options remain. Much of the campaign in this election cycle focused on those very issues. “Making the hard choices to put our fiscal house in order.” It can’t get any clearer than that. It’s not codeword or subliminal remarks that can be backtracked. Enjoy the weather and have a great weekend. Powhatan resident of Powhatan Va

Darrell - As someone who has looked at not only our previous budget but those of comparable counties, I see where some issues can be raised but overall, you ought to be proud and a request of restructuring of a budget not replacement of leadership. Again ask surrounding counties how well interim CA’s get stuff accomplished, it usually sounds like a grand plan but fizzles and fails in the end. I also believe one should not be judged on their personal choices in a professional manner. If the CA chooses to stock up shoes, purses or clothes personally that is her business. As a public servant myself, I realize everything I do is scrutinized, however I have the ability to live my own life the way I choose and spend my money the way I choose and as long as I do not live outside of my means (financial irresponsibility is reason for concern) it is no ones business and does not dictate what I do on a professional level. (It should also be said Mrs. Bishop also generously donates to numerous local causes within the county too, if her personal spending habits are indicative of the way she conducts business, that would make me very proud). Enough attacking of personal characteristics. It is obvious there are persons on far sides of the debate who feel passionately about the issue. Have a splendid weekend. Gayle Dunigan of Powhatan

Those of us that WANTED to cast our votes on election day did just that. If I had not voted, that would have been my choice. It is too late after an election to say you wish you had voted. One just has to deal with the outcome, and wait for the next election. Darrell G
