New noise ordinance still under construction

County Attorney John Rick will work for another month on crafting a new noise ordinance for Powhatan.

His proposal is taken primarily from the Chesterfield County ordinance- a regulatory system that prohibits “noise audible inside someone else’s dwelling, or noise audible a certain distance from the source of the noise.”

In a letter to the board, Rick wrote “The proposal protects the nighttime sleeping hours of most people, and the daytime hours of all residents of the County.”

Though it was noted the proposal “protects against chronically barking dogs,” Rick said he is bothered by the wording of that particular section and he asked for time to refine what is now a complicated method of identifying “chronically barking dogs.”

One resident who commented at the December BOS meeting said he’s plagued by neighbors who refuse to stop their dogs’ barking and he asked supervisors to create an ordinance that will give responding law enforcement the tools to stop to a public nuisance. “There’s no reason for an animal to disturb a human’s sleep,” he said.

Anyone think about the gun noises in this ordinance?JW with hunting season nearly over and New Years Revelry gone for another year.Also what about ATV noises?

I agree with rita,i here more radio’s base thumping than i do the dog’s.When im sitting in my house all i here is the thumping radio’s going by from a mile away,Then when i do here it,it take’s like a minute to 2 minute to go away.I live off 522,which is a long stretch of road,It take’s forever for this thumping noise to go away.I have been woken several time’s from this.I have lived in powhatan for going on 7 year’s now and it has gotten worse every year since then.Last year i ran into a gentlemen i did not know,Just before chatting with him,there was a thumpimg radio outside the foodlion blasting through the walls of the place,He a had told me,he had put his house up forsale,after living here for 10 year’s and moving out of the county for this very reason,The radio’s in these car’s are a very serious problem,I have thought of moving myself,but have hope’s the county will clean this mess up,I can’t here the dog’s barking when i sit in my home,I thump thump thump in my home.

I know what you mean…I like my music loud but hello!  It doesn’t rattle the windows of houses as I drive by.

Please stop the annoying vehicles that go by my house on Schroeder Road with their radios turned up as loud as possible, with the base as low as possible. You can actually hear the car coming at least half a mile away. Something should be done about this loud, loud, irritating, disturbing noise.
