Powhatan BOS unanimously approves appointing Bustos to District 2 seat

The Powhatan Board of Supervisors voted unanimously last night to appoint Marsell Bustos to fill the vacant District 2 seat on the BOS. That position was left open after Supervisor Charlie Green died October 2. 

Bustos, 50, was chosen from four candidates October 7 during a closed BOS session.

Powhatan County Attorney John Rick assured residents at the October 14 meeting that all state laws had been followed during the board’s selection process, but some residents were still upset by what they labelled back-door, Chicago-style politics.

Todd Rojcewicz said the decision was inappropriately made by the board without input from residents in the second district. He asked the board to reconsider its decision, calling for “robust debate” and an open interview process.

“If Bustos is the best candidate after an open process, then he will have the full suppport of the county.”

And Jason Moore said the board “Rushed to judgement in 10 days.”

According to Virginia Law, the BOS had 45 days from Mr. Green’s death October 2 to fill the position.

Moore asked the board to rethink the process quoting, he said, BOS Chairman Bob Cosby. “The county has been here for 200 years. It will be here tomorrow. Let’s take our time and do this right.”

But the board was unmoved by residents’ comments and seemed indignant at claims it mishandled selecting Mr. Greens replacement.

Moore felt due consideration was not given to residents’ concerns voiced during the public comment period October 14.

District 5 Supervisor Carson Tucker said board members felt they needed to get “back up and running with the board facing a plethora of issues. [We] need all hands on deck.” And he said a major factor in the board’s decision was “Who right now can hit the ground running.”

And addressing the call for an open interview process, Tucker said the board was simply “not going to vet those candidates’ strengths and weaknesses and our personal opinions about them” publicly. “That was the process we chose, whether you like it or not.”

Bustos started work this morning, October 15, when he reportedly travelled with County Administrator Carolyn Cios to Powhatan correctional facilities.

Asked if he would run in the District 2 special election, now planned for November 2010, Bustos told the Richmond Times-Dispatch it was too early to tell.

“If another Charlie Green comes out of the woodwork, I’m probably going to have to give it a hard look.”

OMG What good are any of you doing? C. Dickson and D. Griffin, you two should be ashamed. D. Jones, because you’re an elected official, what and why are you blogging on Powhatan Today? I don’t see anyone else, elected official lowering themselves to the standard of Griffin and Dickson. All of you make me sick and I am sorry I even read this blog because it reminds me of what whack jobs we have living in Powhatan. You guys should get a life and try to do something that might really benefit someone.

They did not say only. Mr. Daniel never speaks and Mr. Cosby said the best think all night when he asked Mr. walton to finish up.

I was just listening to the audio from the Board of Supervisors meeting and was once again touched by the words of two longtime friends of Mr. Green who expressed their disappointment (one gentleman used the word “shame”) concerning the closed door process the Board had used in selecting a replacement.

No one on the Board thanked or acknowledged any of the speakers with so much as a nod. They sat stone-faced and silent. The majority of the audience, however, responded with warm applause.

Mr. Daniel and Mr. Cosby did not speak to the issue. Mr. Walton and Mr. Tucker did, at great length but neither articulated any concern or desire for the residents of District 2 to be a part of the process in way shape or form.

The concerns Mr. Walton and Mr. Tucker expressed were the ones that would affect them as Board members. They did not pretend otherwise.

WalMart came up as one of the big issues they would have to face. Surely they remember Mr. Bustos stating in a campaign speech at a candidates forum in 2007 that if elected “..there will be no WalMart in Powhatan!”

Mr. Walton and Mr. Tucker made it clear by their lengthy remarks that they felt Mr. Bustos was the only person in District 2 suitable for the job. That is a bit of an insult to the rest of the folks living there if you ask me.

The deed is done and we move on from here with a Board of Supervisors that has left behind a disenfranchised population in the wake of a totally unnecessary public relations disaster.

Be Happy

Thank you very much for bringing some perspective to all of this. Sometimes it is easy to get locked into partisan bickering.

I’m a glass half full kinda guy, though admittedly, I do very much enjoy tweaking the liberals whenever possible :) Probably because it’s just so easy to do.

Disgruntled= to put into a state of sulky dissatisfaction; make discontent. I have seen this in workers, spouses, children, and more. Even the smallest thing just grates your last nerve and it makes you so mad you have to strike out at those you are certain that caused it all. Really deep down you know you are the cause. I see the same people that are so unhappy with everything in this county. Nothing is ever good enough. Everyone is so stupid because they do what they do for whatever reason they do it….it is to get you. If the job is so bad give it to the person that has been out of work, if the spouse is so bad look in the mirror and ask why, if your parents don’t know anything and are just out to spoil your fun grow up and make you own way. If this county is as bad as you say move on. You hear the saying one bad apple….don’t be that apple. You never miss the low paying job until they lay you off, the spouse you did not love anymore until they walk out the door, The teen….. well most of the time they grow out of it thank god! If you are finding fault with everything that is going on in our county ask why. Not why are they doing this to me but why am I so unhappy with everything. If the glass is ˝ empty in your life enjoy the rest of it before it is all gone, be glad someone left something in it. Some people never get a ˝ of a glass in life. Maybe what is ˝ for you is full for someone else. This weekend at Wal-Mart I told my teen to grab a cart that someone had just emptied. As he pushed it I told him to put it away and he looked at me like I was crazy and asked why we took her cart. She could have put it away. I explained it like this. It did not hurt to help someone, we were going that way anyway and if she had left it next to her car and drove away it could have rolled down the hill into my car. But most of all it was the right thing to do. If I had been disgruntled I would have complained that every time I go to that Wal-Mart I have to worry about my car getting hit with all those carts left in the parking lots.

Excuse me but what government are you all talking about being transparent the BOS has never done anything transparent it always does what it wants behind closed door. I don’t hear anyone bitching about our property taxes it sure seems they have gone up under nothing but a conservative BOS so who cares if Mr. Bustos is on the BOS you really don’t care about true fact and what Mr. Cosby actually has been doing with the BOS. Transparency has never been a factor.

Confused.

Completely agree with you about the meeting minutes for the school board.

I think you are barking up the wrong tree though. You are talking about 2 out of 5 members.Let’s not leave out the other 3.

Confused, the minutes, as are all public documents (FOIA), are available via the school board offices for a minimal copying fee (call 598-5700).  Although I am seriously behind in uploading documents, I do try to put up documents on my own website as I can so that they are available electronically at no charge.

the funny thing is Ms. Jones and Mr. Moore say they are in favor of access to information but i looked at the school board website and see no minutes whatsoever of the meetings.

there appears to be a “marketing” flyer that bills itself as a meeting summary which shows what our great-leader the superintendent and the politburo school board did at their last meeting - that is all.

any discussion about Der Obama’s speech issue appears to be buried beneath the crayons and powerpoint.

no typed minutes are availble on the website so the citizens can see the issues discussed and understand each board members’ thinking (or lack of) behind an issue.

every decision and meeting being slicked up with a one or two page kindergarten flyer is no substitue for meeting minutes.

hey Moore and Jones, how about treating the public like adults and providing the minutes of the meetings so we can hear how you two and your comrades think?

Concerned Parent

There was a significant difference between what Obama’s speech origionally entailed and what the final product was AFTER all the outrage. Details that would NOT have been exposed were it not for alternate media.

You guys want to talk about “schills” ? Don’t get me started on the main stream press. The media has always been slanted left, but never so blatently so. It is very telling when one party attacks one news channel"Fox” and one genre of media “talk radio”. If they information on this programming is so off and un-informed, one would presume they would ignore it instead of relentlessly attacking it.

Several studies have concluded that the listeners and watchers of these outlets are more educated and more well-informed than other outlets. Not the “mind-numb” robots that they are portrayed to be. This is why Liberals fail at talk radio. You cannot influence informed people as to your positions, when your arguments are based on emotion and good intentions rather than facts and results.

Someone mentioned earlier that the TD endorsed certain candidates. What’s your point ?  I would submit that people who do base their votes on media/celebrity endorsements are the ill-informed. Apparently they do not have enough information to make up their own mind.
