Powhatan supervisors approve plan for Walmart SuperCenter

In the end, it was almost anti-climactic.

Walmart is headed to Powhatan County.

After nearly 13 months of sometimes heated debate and the occasional delayed vote, the county’s Board of Supervisors voted 4-1 last night to approve a zoning variance that will allow the national retailer to build a SuperCenter on U.S. 60 near Page Road.

There were just 10 speakers during the public comment period, and the decision was made in less than an hour.

Most of the speakers favored the store, and even those who didn’t elicited polite applause from a crowd of about 130 people.

Susan Stanely asked the board to favor the variance, reeling off decades’ worth of improvements that county residents opposed but ultimately learned to live with.

“Who wanted that?” she asked after each item. “No one. But it hasn’t hurt anyone.

“We will survive.”

Monte Harris, a longtime resident, said the county could use the boost to its tax base.

“I’m for Walmart to help us with our taxes,” he said.

Board Vice Chairman Joe Walton initiated the vote, asking his fellow supervisors to support the plan.

“I’ve thought a lot about this case for months and months,” he said. “I’ve tried to see what would happen if we approved it and what would happen if we didn’t. It’s hard to do predictions rationally . . . but I support this.”

Chairman Robert R. Cosby said he, too, favored the plan.

“We’ve worked awfully hard in the last 11, 12 months to get things in order,” he said.

Marsell C. Bustos was the lone supervisor to vote against the measure. He cited a concern that county businesses “will be decimated” and said more retail would mean more demand on roads and that “new roads are insanely expensive.”

The board was supposed to vote in July but tabled the measure to consider additional proffers from the developer.

In the months since, the developer of the property has agreed to several new conditions, including an agreement to allow 70 feet of access on the property for a proposed access road that would run parallel to U.S. 60 and a proffer of $250,000 to help plan and pay for the road.

The developer also agreed to pay the county fire department $25,000, to be used for equipment.

“It’s been a bit longer than we anticipated,” said Ed Kidd, an attorney representing Walmart. “But it was time well-spent.”

Why don’t we start investing in our own county instead of driving to chesterfield Walmart is a good 1st step! lets get our heads out of the dirt and start trying to make this county something we can all be proud of!!

I TOLD YOU IT WAS A DONE DEAL A LONG TIME AGO….....WE LET ALL THESE SUB-DIVISIONS COME, NOW WE NEED TAX BASE. MORE PEOPLE,,MORE SERVICES NEEDED..SIMPLE. AS FAR AS THE GREGG EMPIRE GOES..POOR CUSTOMER SERVICE WITH AN ATTITUDE THATS WHY I LEFT YEARS AGO FOR WALGREENS.HOORAY FOR WALMART,AND WELCOME

the venue here is “walmart”.  not murder, 230 apartments, a man in foodlion wearing no pants, or the walmart phd.  i wanna comment on the “appointed good ole boy Bustos” and his vote against walmart…....his comment “new roads are insanely expensive.”.... mr butos.  the road improvement situation has long been the developers responsibility as a part of the planning and approval process with the state and county.  i would think a developer that has pitched 25k to the fire department speaks volumes.  thank u for u’re very informed vote.  i think that next vote.  just ask the other superiors how to reasonably vote.  after all your their boy…

oh..btw, Powhatan?? I did a bit of research—-that’s what we PhD types do—-and here’s the definition of Section 8 housing..

“Privately owned rental Dwelling units participating in the low-income rental assistance program created by 1974 amendments to Section 8 of the 1937 Housing Act. Under the program, landlords receive rent subsidies on behalf of qualified low-income tenants, allowing the tenants to pay a limited proportion of their incomes toward the rent.”, according to the Business Dictionary.  (Ever read one of those?)

And, again——“The United States Department of Housing and Urban Development and Veterans Administration have a special Section 8 program called VASH (Veterans Administration Supported Housing), or HUD-VASH, which gives out a certain number of Section 8 vouchers to eligible homeless and otherwise vulnerable US armed forces veterans.”  Veterans are immigrants and druggies??  Say that to a veteran who fought for our country and see what you get…

Oh..and look at THIS, Powhatan—-“Families who participate in the program must abide by a series of rules and regulations, often referred to as “family obligations,” in order to maintain their voucher, including accurately reporting to the PHA all changes in household income and/or family composition so the amount of their subsidy (and the applicable rental unit size limitation) can be updated accordingly. In recent years, the HUD Office of the Inspector General has spent more time and money on fraud detection and prevention.”  Wow…..can we say…RULES AND REGULATIONS???? 

I know that you’re probably brain dead by now, Powhatan, with all the facts and such, but there’s more…Yes, Powhatan’s Chicken Little, THERE IS MORE!!!!!  According to the NHLIC—” Eligibility
Ultimately, your PHA dictates eligibility for the HCV program. The primary factor is income. In most cases, your family’s annual household income cannot be higher than 50 percent of the median income in the area where you choose to live. Federal law requires PHAs to distribute at least three-quarters of its vouchers to households with incomes that do not exceed 30 percent of their area’s median. You must be a US citizen or a legal US resident to qualify for the HCV program.”  Well, then…..clears that one right up, doesn’t it?? 

And…as for mica..that’s a shiny mineral..MICA Housing is not available in Virginia, so I guess that argument’s been shot down..

And I believe the 220 you are in reference to is the number of apartments proposed?  Section 220 is a type of insurance issued for the revamping or renovating of multi-family units and doesn’t apply here..

I hope I have in some small way, opened your mind just the tiniest bit, Powhatan.  The next time you want to be derogatory to someone who earned their spurs, if you will, you’d better do your research and know your topic…Or it’ll be like the old adage…“Don’t fight a battle or wits with an unarmed man…”

sorry, Powhatan…but your knuckle dragging about my PhD isn’t going to bother me a bit…I earned mine..and I didn’t earn it by being close-minded.  But..honestly, what would you know about that?? 

Where is this plan for apartments, Powhatan, and where does it quantify what type of apartments and funding it’s going to be?  I’m eager to see this, but even if that’s what it says, I’m surely not going to freak out and panic and foretell doom and gloom.  Let’s see what the development is about before Chicken Little says the sky is falling, shan’t we??

bornhere . no, actually I was born in Powhatan. And, you’re absolutely right; people have PhDs are the most close-minded people around. And lastly, about the immigrants and druggies bit, that’s not my opinion; that’s just what section 8, 220, or MICA housing is, look it up. And, that’s what the complex, as of right now, is coded under.
