School bus driver replaced after students’ behavior delays drop-off

Powhatan County School Superintendant Dr. Margaret S. Meara has taken action after a late bus drop-off angered a number of county parents.

Parents of Flat Rock Elementary School children who ride bus 52 contacted by Meara and Powhatan shortly after the Oct. 1 incident, during which some watched the bus pull out of their neighborhood without dropping off their children.

One complaint was that parents were not able to reach school or bus garage personnel to find out what was going on, leading to both confusion and heightened concern as to where the children were being taken.

The children were eventually dropped off, though some returned home over an hour later than usual.
While Meara explained in an e-mail sent to a number of parents that the driver had been forced to change her route due to behavior issues on the bus — and had not acted inappropriately —  she also informed parents in another e-mail sent last week that bus 52 would have a new driver starting on Oct. 8.

“I changed the bus driver because of bad feelings on both sides,” wrote Meara. “This way everyone can start fresh.” The schools, she said, are also working to fix a malfunction in the phone lines that prevented parents from being able to contact personnel at the bus garage and at Flat Rock Elementary.

A closer look at school transportation in Powhatan
In response to questions asked by Powhatan Today, Powhatan County Schools Director of Transportation Andrew Spencer offered the following information:

What are the procedures in place for dealing with behavioral problems on the bus?
Each driver has the “Student Code of Conduct” and each driver is made aware of the policies regarding discipline on the bus, as outlined in the Drivers Handbook and the Student Code of Conduct. A driver may correct inappropriate behaviors or move a child to a seat in the front of the bus. If a number of students become unruly, a driver may bring the bus back to school in order to remove students who are misbehaving.  A driver may issue a “Bus Conduct Form” to be given to each school principal for discipline.

What is the policy on drivers and accidents/speeding violations?
If a driver is found to be at fault in an accident, this driver will be sent back to retrain with a “State Certified Instructor.” If the issue is severe enough, that driver may be removed from his/her route, pending further review. Speeding is the same with a “CDL” as with any “operators’” license. If a driver is cited for speeding, this driver will face further action and be ticketed by police just as anyone else.

Are the safety records of drivers available to parents?
No.  This information is the property of “Powhatan County Public Schools.”  If a driver is cited for a moving violation, he/she will be served and have to appear in court, in a public domain.
A driver’s CDL is issued by VDMV and the records are their property. If a driver gets a moving violation off the clock, it is reported to VDMV, at which time we are contacted as to the violation. Drivers are also randomly drug tested during the year. Drivers who test positive are terminated from employment.

WOW, just got a call from another child that the bus did not even stop at there house this morning 11/02/2009. She is on accademy road. Who is paying for our gas to go pick up the children?

We just an issue at 7.05 am my niece was walking down the drive way as the high school bus does not get here until 7.10 and as she and her father were out side the bus never even attempted to slow down it just drove past.
When trying to find an official no one answered the school pohones and a mechanic answered the bus garage phone and he did attempt to call the bus and the driver stated she was not out for the bus. That is a complete LIE! Two individuals were out there. The director is to be calling back in the mean time she has to sit and wait for a ride to school. This is NOT the first, second or even the thrid time this has happened between the ele. middle and high school busses with our 3 children. What is the policy when the bus forgets to stop! Who gives the school an excuse the bus garage for the children not being at school on time? IRRESPONSIBLE!

Why not hire school bus marshals, like the sky marshals on El Al Israel Airlines?  Then any little urchin who misbehaves can be dealt with promptly and severely.

A couple things- To Cody- I seen you and I think smoke is the only thing that could be blown up your a$$. second, you need help- You and that bunch of nuts, followed that bus, took pictures of it as it did the route, then you wonder why Dr Meara moved that driver- third please for the sake of all that is good in this world-GROW UP and raise your child- you are leaving out so very much about this story- you cried about the last driver and the one before that- you have sent email to everybody that would listen- the same bus last you you cried, and you have since the lady retiredI got a idea- you drive the bus- but please just stop with your crying-Next is “Tee”- please learn to spell-then get your facts in order- My mother has driver for this county for 30 plus years- THANK GOD that somebody is looking out for the “OLD” people- you need to grow up as well- by the way readin, writtin, and rithmatic, is shore fun stuff- Bet you were taking pictures of the bus too!!!!

This whole bus incident is just crazy.  It is crazy that a parent thought her children were being “stolen”, its crazy that parents think a bus driver should be able to control their horrible children, and it is crazy that these same parents want more aides on the bus.  Where on earth is the county going to get money to hire aides to control you children.  Your children need to be taught self control.  Maybe you don’t realize the state of the economy because you are too busy trying to get a bus driver fired who was trying to protect your children.  The bus drivers, teachers and staff who work at the school worry about their jobs constantly.  When the economy is bad money is taken away from the schools, and jobs and services have to be let go.  There is no other option.  So how about we raise the taxes of all of these parents who have uncontrollable children.  Maybe that way we can pay to have aides on our school busses.

History repeats, My son is now a Sr. at the H.S. In the past there were problems on his bus, calls were made with no follow-up, driver was told by my son of the problems on the bus with those unruly kids. Parents are not to board the school bus, but when nothing is being done sometime you have to take matters in your own hands. To make a long story short, the unruly child was put off the bus for a period of time, putting the problem back on the parent to take care of their children, You should not have to force someone’s hand to make changes when it starts at home. Hat’s off to the driver, Be Strong.

I used to ride the bus everyday to school years ago and it only takes a few unruly kids to create a problem for the bus driver. Wouldn’t it be better to report these few troublemakers to the principle of the school for parental notification and detention, suspension or if it continues, dismissal from the bus? Driving around the county to get to the bus depot just causes worried parents, even parents of well-behaved children that may have appointments to get to after school.  This worked for our bus driver back then. Currently my friend was just hired to be a bus aide, which may be helpful to maintain order on the bus. Maybe rotating several aides around different buses randomly to observe who the troublemaking kids are would be worth it.  As one of the well-behaved children on my bus, it was annoying and tiresome to have to sit near the obnoxious ones. Kick their little butts off if they can’t behave.

If your a parent and do not worry when you can’t find your kids, then I am worried about the future of Powhatan kids. I always want to know where they are and what they are doing.  It’s the kids who have too much freedom that get in trouble. The school system is covering for the fact that they could not be reached! Plain and simple. No one answered phones at the bus garage and lets not forget Flat Rock Elementary either. The plus side: it is being answered now. If nothing else, these parents got that accomplished.

As for the driver, she is NOT to blame entirely. She was doing what she was told by the wonderful bus garage who’s has taken a class on how to blow smoke up people’s ass. She did not return to the school as directed or as the paper stated. If she did no wrong, then why was she replaced. She was replaced because she never went to the school and “drove” around and did not start delivering kids as directed which caused all the concern. What if she had been in an accident! When Dr. Meara was questioned over and over, she could not answer parent questions as to where their children were. Some parents did go to the school, and was told that the bus was directed to take kids home before she got there. The bus never made it to school. Also, if the bus was reversed then why did those children get home later than normal. Shouldn’t they have gotten off first? Times just don’t add up.

If we all sat on our thumbs, and never complained then things would never change.  We got a new bus driver who speaks to the children with respect and hasn’t had the behavioral problems. To me, this is a good thing. Things have been corrected for the most part. Feelings were hurt, but it’s time to move on.

her we go again. I feel the driver did right. I have been in Powhatan all my life and I remember the time when they Bus driver got you straight with no problem. These parents that are worried about their child not getting home in time try thinking about if they didn’t come at all because of a fight that caused an accident. Some of you need to get your priorities together.

as for the bus garage Dr Meara need to get that Man out of there because he is rude nasty and lazy. He has been quote to say “I can’t touch the old drivers” like he has irt out for the ones who know there job…I think he is a waste of county money..Dr Meara isn’t doing what she use to do and I feel she needs to revaluate if her time is coming to an end. I pray for our county because the schools are what we are sending into the world
