District 1 Supervisor Joe Walton was chosen by his colleagues to serve as chairman of the Board of Supervisors.

Carson Tucker, District 5 supervisor, was elected vice chairman.

Walton and Tucker were both nominated for their respective positions by District 3 Supervisor Robert Cosby. Tucker was elected in a 4-0 vote and Walton was elected in a 3-1 vote, with District 2 Supervisor Jason Moore casting the only vote against Walton. Tucker and Walton abstained from voting on their own nominations.

Moore declined to comment on the reason he voted against making Walton chairman. He only would say that the vote “speaks for itself.”

Cosby, who served as board chairman for the past three years, said, “Mr. Walton wanted to be chairman and I didn’t have any problem passing it around.”

Walton was the board’s vice chairman in 2010. In 2011, he takes the reins from Cosby, who last year served as board chairman for the 30th time in his 39 years on the Board of Supervisors.

“I’m grateful for the opportunity and glad Mr. Cosby has the confidence in me to handle it,” said Walton.

Walton said he hopes Cosby, the county’s most veteran supervisor, will continue to work with him as he has over the past several years, to “make sure I am on the straight and narrow.”

As the newly-elected chairman, Walton said commercial development is the chief development-related issue the county faces over the next year.

“We need to make sure we seize opportunities as they arise as the economy turns around,” he said. “We need to continue to negotiate for the best quality of development.”

No wonder they don’t televise the meetings cause it would be just like Richmond City Counsel.

Sounds like a real dog and pony show to me.  Coupled with a a puppet show by Cosby. Monologues by Tucker & Walton. Maybe Moore can add some interpretative dance. Charge admission and our real estate taxes will go down at least 25 cents on the levy. Lord knows we need that to pay that new 98,000 per year finance director for the schools.

Cosby has to step down. Did anyone see him nodding at the last BOS meeting? Maybe Daniels will do something other than just sit and drool and try to form complete sentences? Or maybe if Scott Daniels became chairman, then Cosby could still run things with the strings attached to the back of Daniels head?

Walton indeed never knows when to shut up.  But what about Carson Tucker?  The man never misses a chance to deliver a lengthy high scoring Scrabble word filled sermon on any subject matter that comes before him.  The amount of lint in his dryer would garner at least twenty mins. worth of comments from him.

He is just doing what comes naturally.  They sit on a stage. He is an actor after all.

Walton is a suck-up. I hope anybody runs against him. Walton now thinks he’s the king of Powhatan. No we don’t like Joe Walton. When he realizes he’s the most disliked supervisor ever, maybe he’ll shut the F up and not run again. I “strongly dislike” to even hear him talk. He never knows when to shut up and does not care what happens as long as it helps him get re-elected. He has no friends. They are only people he can use to further his career. The sooner that man gets replaced, the better. He’s no good for Powhatan.

If you don’t like the people on there, vote them out.  Three of them got voted out last time, so go ahead and vote five of them out this time. Marshall Bustos got voted out after being appointed, just get rid of them.  That’s all you have to do to make everything all better.

It’s an election year, don’t be fooled. It would not surprise me if re-elected that Cosby is again the chair in 2012 (like 2007,2008).

They passed the gavel to the most vulnerable seat on their coalition, likely figuring District 4 changing is a forgone conclusion.

It also provides cover for what will surely be a contentious budget cycle….especially with Ms. Davis (who always kept the wheels from coming off) departing.

Of course this is also a lesson in what sucking up to the media, county and school staff, and those on the board can get you when you have no history of accomplishment or taking a stand(and actually maintaining it) on anything that goes against the grain.

Yes ladies and gentlemen, isn’t it nice when folks go along to get along ? Think of how well things have gone for the county with such principled leadership.

In response to the comment of citizen74568, I agree that it would have been helpful for the article to have examined the reasons for this change.

My guess is that Broadway Joe wanted to be chairman, that he and Tucker made a deal, and that Cosby, who is in the twilight of his career, was not up for a fight.

I am not sure what Moore’s line of fire is going to be, what weapon he is going to use, whether he is going to hit any targets, and if he does hit any targets, whether the targets matter.  We shall see.

What’s the context for this event? The article explains the vote cont and includes some sound bite quality quotes really well but says nothing about why.

I guess exposure to the raw awesomeness of the first term supervisor caused the 30 year veteran to realize he wasn’t worthy of the position and just up and quit, naming the first termer as his replacement?

Since there is no mention of this type of thing ever happening can I also assume this is a rare event, further supporting the idea that the first termer just blew away his cohorts with his awesomeness.

Or, is it partially that they pass that chairman ship around like candy as a resume enhancer for future endeavors?

Or is Cosby getting out of Moore’s line of fire?
