The Powhatan Courthouse houses a three-court complex, the office of the County Clerk, and the Sheriff's Department.

Circuit Court

The County Circuit Court, part of the 11th Judicial District of Virginia, is presided over by Judge Thomas V. Warren. The court hears criminal cases, law and civil cases, chancery and equity cases and cases that have been appealed from both the General District and Juvenile and Domestic Relations Court. A circuit court is the only court in the Commonwealth of Virginia where cases may be tried by jury.

Newly appointed General District Court Judge Paul Cella hears cases involving misdemeanors, traffic offenses and civil suits in which damages sought are under $15,000. General District Court meets each Friday at 9 a.m. and also conducts extradition hearings as well as preliminary hearings in felony cases.

Juvenile and Domestic
Relations Court


Judge Valentine W. Southall, Jr. presides over Juvenile and Domestic Relations Court and hears cases involving delinquency, child and spousal support, custody, spousal abuse, foster care, violation of probation and traffic violations charged against persons under 18. Court meets Wednesday at 9:30 a.m.

Circuit Court


Circuit Clerk William E. Maxey, Jr., the longest serving clerk in the state of Virginia, is charged with a number of duties from issuing marriage licenses to giving the oath of office to elected officials. The clerk's office also files documents, collects overdue fines and court costs, and aids those engaged in historical and genealogical research.
