Company offers transparency in dealings with Walmart
Published: October 14, 2009

Bill Chenault
Vice President, Luck Stone

I am writing this to address the application filed by Walmart to rezone property adjacent to the entrance road to our Powhatan quarry.

At this early stage of Walmart’s rezoning process, it is important to us that we explain how Luck Stone is connected to the Walmart application for rezoning.

Luck Stone was approached by Walmart during their project planning and was asked to provide an access easement over our private entrance road to the Walmart site.

After a detailed assessment, we advised Walmart that we would agree to grant the requested access, conditioned upon their rezoning being approved by the board of supervisors. As part of the agreement and in exchange for that access, Walmart would consider a land swap of approximately 19 residual acres located along the back of their property.

Luck Stone has no current plans for this property, but we see it as having long term value as part of our overall holdings.

We agreed to provide the access for two primary reasons. First, we are very interested in the traffic signal that would be installed along Route 60 as part of Walmart’s application. We firmly believe a signalized intersection, which had long been planned to occur at that location, will create a much safer crossing and provide greater safety for the general public. Second, we believe that planning and land development is a community-driven process that deserves to be addressed in the public forum.

Luck Stone recognizes the importance of the county’s decision regarding the Walmart application.

We are equally committed to local economic development and the public process when determine land use issues. However, the intent of this letter is to neither advocate nor oppose Walmart’s application.

Rather, we wanted to share our involvement to date in an open forum.

Luck Stone is a values-based organization committed to the safety and wellbeing of our associates, customers and community.

We will continue to support the public process and the decision of the county’s board of supervisors.
