What is going on here?

After combing though some boxes in our basement, the PT staff has unearthed scores of photos from the last two decades.  Now we are looking for readers’ best guess as to what is going on in the photo above. To submit your answer, please use the comments section below.

Two of the men are Hunter Hardwicke (served scoutmaster of Troop 1823) and Bucky Collins (served as weeblos den leader from 1823 and most recently as my scoutmaster in Troop 1838, and it is astonishing to see Bucky so young!)

Ifound my paper. The 4th man is Alan Barnes from Chesterfield. I believe this was in 1991.

This is Earl Newton, Hunter Hardwick, Bucky Collins and right off hand I cant remember the other name. They were receiving the District Award of Merit from Boy Scouts of America.

This appears to be a picture of adult leaders with the local(Powhatan and Chesterfield) Shawondassee District of the Boy Scouts of America receiving the BSA District Award of Merit. The District Award of Merit is the highest BSA award given to an adult volunteer on the district level. 
I wonder if that is a young Bucky Collins (Powhatan resident) on the far right.
